Engage Neighbourhoods .. was there to help!
What sort of projects?
Anything that helped improve community facilities, offered the chance for training or increased employment opportunities.
Can you give some examples?
Teaching useful skills to local people providing training with local companies . setting up childcare facilities .. Obtaining money for enterprise projects . restoring old buildings .. Helping to start up, and market, business schemes . developing support networks for voluntary workers.
What did you expect to achieve?
We were improving conditions for local people, better facilities, more employment and training opportunities and increasing community activity.
Was anyone eligible?
Yes, but the Engage Neighbourhoods programme particularly targeted individuals, neighbourhoods and groups whose chances to be involved in community and social opportunities had been limited so far.
Was there much money available?
Five million pounds was earmarked for Engage Neighbourhoods over a four year period - until March 2006. Projects part-funded by Engage Neighbourhoods (SRB6) included:
Build and Train Holistic
Young Builders Trust
Area, West Cornwall - This project aims to train local beneficiaries who are at risk of or already suffering social exclusion for a number of reasons by providing a training packing covering
- Life Skills Training
- Work Experience Training with Local Construction Companies
- Formal NVQ Qualifications in Construction related skills
Thereby enabling the participants to gain full time employment within the Construction Industry and therefore removing or preventing social exclusion.
Penwith Centre - Phase II
Penwith Community Development Trust
Area, Penwith - This project has refurbished part of the old Cornishman Building in Penzance. Providing a focus for the voluntary and community sector, to integrate the delivery of the services provided by these agencies, through the provision of a "one-stop shop" housing a number of key organisations/projects, on one site within the centre of Penzance.

Pendeen Community Project
Penwith Community Development Trust
Area, Pendeen - This project is taking forward the initial work funded by the Health Action Zone which worked with local people to identify needs and to start looking for ways of addressing those needs by
- Providing guidance, support and training to individuals
- Providing opportunities to empower individuals, community groups and voluntary organisations
- Ensuring effective communication by disseminating information to the local community
- By providing networking opportunities to support community groups/organisations
- Working with a range of partners from the public, statutory and voluntary sectors to address identified needs and to maximise resources, preventing duplication of effort
- Ensure links are made with the Community Empowerment Fund and the Community Chest
Early Years Centre
Cornwall County Council
Area North Kerrier. A Childcare Facility to work within the Districts of both Kerrier and Penwith thereby giving more parents access to learning, training and employment opportunities.
It is providing a training provision targeting people wishing to train in the growth area of Early Years Education thereby enabling people to receive high quality training without leaving the County.
Penwerris Community Regeneration Project
Beacon Community Regeneration Partnership
Area Penwerris Ward. This project is extending the community regeneration work of the Beacon Community Regeneration Partnership to cover the whole of the Penwerris Ward. A crucial part of this project is the expansion of the community development work that the Partnership currently undertake in the Old Hill and Beacon Estates, into the whole of the Penwerris Ward. This includes Laburnum, Oakfield, Trevaylor and Acacia estates which are located on the East side of Dracaena Avenue, Falmouth.
KATCH (Kerrier Advice and Training for Community Health)
Kerrier Healthy Living Centre
Area Kerrier, KATCH is
- Building capacity and increasing the involvement in local regeneration of
- Community and voluntary organisations across Kerrier
- Enhancing the health, wellbeing and quality of life of the local community
Camborne Community Centre
Area Camborne. This project has upgraded the buildings facilities and provided disabled access to all parts of the building thereby ensuring continued use of a public building, more community organisations being able to use the centre and its facilities

In-STEP (Information Support and Training to Empower Penwith)
Penwith Community Development Trust
Area Penwith, In-STEP is empowering and motivating individuals, voluntary and community organisations and the local community through training and capacity building in order to promote social inclusion and community regeneration and to improve the quality of life for local people especially for those who are most disadvantaged in the society.
The project consists of three sub-projects and is working closely with other local networks and agencies to empower local communities and improve community services and facilities in the following ways.
Penwith Credit Union
Penwith Credit Union Limited
Area Penwith. Membership of the Credit Union is open to anyone living in the area, targeting businesses and community/voluntary organisations in the area to set up payroll deduction schemes.
NETWork Training
Penwith Youth Development Council
Area Penzance, Pendeen, St. Ives. Provides a Community Drop-In, Information and Advice Centre and training resources. The project is addressing training access barriers experienced by rurally isolated unemployed people around the district. The project's central objective is to train 321 people (around 9% of the number of unemployed in the district over a three year period)
Gwavas
Cornwall Neighbourhoods for Change
Area Gwavas/ Newlyn. This community capacity building project targets the residents of the Gwavas but indirectly also benefits the community of Newlyn by the input of a Community Development Worker on the Gwavas estate working with the Residents Association and other organisations within that area.
Playing It Up
Cornwall Neighbourhoods for Change
Area Penwith/Kerrier. A project directed at Tenants, Parents and children of social housing estates. To improve the provision of play opportunities, to develop a model of good practice in the training and delivery of play opportunities.
Between the Years

Area Penwith/Kerrier. A Community capacity building project for older residents, young unemployed and single parents resident on social housing estates to share experiences and reminiscences
Illogan Village Hall

Area Illogan. Community Capacity Building Project - purchasing a building and upgrading its facilities to provide disabled access to all parts. ensuring continued use, for community and voluntary organisations

West Cornwall Mini-Bus Sharing Scheme
Age Concern
Area Kerrier/Penwith. The scheme will be promoted to all particularly disadvantaged persons and seek to promote best practice in vehicle accessibility including driver training and access awareness

Carnkie Community Institute
Area Illogan South. To provide a community building in which to hold meetings, training courses etc.
Kerrier & Fal Credit Union
Area Kerrier/Penwerris. Membership of the Credit Union is open to anyone living in the area, targeting businesses and community/voluntary organisations in the area to set up payroll deduction schemes.
Mullion Youth & Community Centre
Area Mullion. The refurbishment of the present building to provide services to young people from Mullion Parish and beyond with the aid of a paid development worker
West Cornwall Home Health Zones
Community Energy Plus
Area Newlyn, Heamoor, St Just,St Ives, Hayle, Lizard Village , Ruan Minor, St Keverne, Mullion, St Day. The SRB Fund is being used to supplement existing fuel poverty grants to that all inclusive zones can be created where every resident is eligible for help. This and the community outreach/referral system enables us to reach the persons not referred by existing schemes ie people on low incomes, not in receipt of specific benefits or who are isolated
Little Acorns Playgroup
Area Camborne West. This Project has put a separate building within the grounds of Penponds School to deliver high quality pre-school playgroup sessional care for children in the area. It also provided facilities for a breakfast club and holiday club for children within the area.
Willows Pre-School & Out of School Clubs
Area Penzance North. This project is expanding on the services provided by the Willows by the provision of a modular building.
North Redruth Sport Outreach
Redruth Rugby Football Club
Area North Redruth. A Community Sports Development Officer is employed to work specifically with the local communities of North Redruth to facilitate their greater involvement in activity based events. Whilst also providing workshops and training and working in partnership with other community/voluntary based initiatives.
Splashlink
Kerrier District Council
Area Kerrier. This project raises awareness and opportunities afforded through sport, thus enhancing the quality of life of residents. The project employs a full time Splashlink Manager and part-time assistant to co-ordinate and enhance the programme.
Crossover Youth Project
Elim Pentecostal Church
Area Camborne. This project will provide indoor and outdoor local youth facilities that are complementary to those provided by the local Council and statutory and voluntary agencies, with the intention of enhancing current engagement with local youth.
Can't Say No
Penwith Housing Association
Area Penwith. The improvement of eighteen hard to let dwelling to meet the Decent Homes Standard. Enabling lettings to households in need. These homes currently have a higher than average turnover or void rate. Once completed the home will then be let to those registered within the Penwith District Council Common Housing Register.
Nipper Youth Project
Hayle Surf Life Saving Club
Area Hayle, Providing a Sustainable facility for the community and the further promotion of Surf Life Saving. Creating an appreciation of healthy living through Sport whilst also providing a permanent lifeguard and first aid station for twelve months of the year.
Falmouth Cricket Club - Regeneration
Area Hayle. Providing a contribution towards the development of the facilities within the Cricket Club and the employment of a Youth Development Officer and support staff to work with Young People within the Penwerris Ward in the development of Sport Skills.
Camborne Young Peoples Centre
Cornwall Youth Service
Area Camborne and outlying wards. To establish a beacon centre for work with 13-19 year olds providing drop in facilities, information advice and personal support, programmes for groups and individuals which support them in further development and engagement with wider opportunities.
Just Youth and Community Project
Penwith Community Development Trust
Area St Just. This is a two part Rural Community Project which aims to provide opportunities for all the people of this rural area.
1.1 Community
To open a central facility (one stop shop style) for all age groups providing resources and services that have been identified by the community as lacking.
To encourage those individuals who do not normally participate in community activities and so enable "grass roots" involvement in decision making, through consultation, listening, sharing information and facilitating the actions decided upon by the community
To work with relevant local community and voluntary groups to maximise opportunities for both individuals
To employ a Project Manager to manage both parts of the Project and an Office Administrator to undertake the clerical duties required by the three posts.
1.2 Youth
To employ two full time designated workers to work with young people who are between the ages of 11 - 10+ years. They will be flexible and innovative in their approach to working with young people.
Renew - Penwith
The projects aims to improve the living conditions of private tenants across Penwith. By providing additional affordable housing. IT is proposed that approximately 13 privately owned or rented homes should be repaired and brought back into use.
SRB6 - Small Grant Scheme
There has been a surplus from SRB6, enough to enable a repeat of last years Small Grant Scheme the following criteria has been set for assessing applications for support?
- Does the activity enhance the employment prospects, education and skills of people within the community?
- Does it reduce the barriers to employment for those disadvantaged within the labour market?
- Will the funding increase access to training and advice for people currently overlooked by mainstream targets ("middle people" and high achievers)
- Does it support schools and the wider community to raise attainment at ages 11, 14, 16 and 19?
- Will it benefit the more deprived neighbourhoods and/or marginalised communities in an area? (Taking into account the priorities set by the Local Strategic Partnership)
- Will it increase community involvement or empowerment?
- Does it provide value-for-money?
- Does it contribute to a distribution of funding which reflects the needs of a diverse community?
- Does the group have a commitment to equal opportunities in its working practices?

Penwith Extended Schools Project
Mounts Bay School
Extended Schools Programme within the Penwith Area, initially the Co-ordinator will provide transport links (using the existing infrastructure but increasing frequency)
provide resources to get groups started
provide parent support and family learning opportunities
provide some release time for professionals in the system
provide some activities in school holiday periods, ensuring wrap around care for all those that need it
provide shared resources, ie secondary schools partnering primaries, ensuring seamless transition and targeted support for familes in our deprived neighbourhoods
provide networked ICT facilitiesto encourage community access to programmes and support information
provide the framework for increased multi-agency working across statutory organisations and professions
St Just Living History
Lands End Area Forum
This project aims to create sustainable partnerships, create active citizens, raise attainment and increase access to cultural opportunities. The Project Manager will be based at Cape Cornwall School and will undertake outreach work across a number of schools with the aim of encouraging young people to have an active involvement on future proposals for the area in which they live. The project aims to build the capacity of young people, the local authority, schools and the community to successfully work together in collaboratively building a positive future.
With effect from 26th October 2004 the Engage Partnership merged with the Neighbourhood Renewal Fund Group to establish the West Cornwall Funding Group - which now manages both the Single Regeneration Programme and the Neighbourhood Renewal Programme.
